These very cool artifacts are from 1991. Will Vinton, the claymation genius famous for the California Raisins ads (among many others) did the animation for a commercial for a snack product called (I think) "Pizza Crunchabungas". It was quite a treat for us to see the Turtles realized in this way (Kevin and I were -- and are -- big fans of WIll Vinton's work). The Will Vinton studio produced a limited number of these hand-painted resin pieces, cast from the sculpts used for the claymation Turtles. I love the poses, and the detail on the weapons, especially the swords and the sais, is amazing.
